   After resigning from the Ministry of International Trade and Industry, Yoshio Ichiryu paid visits to a number of venture companies, getting a feel for the gap between government policy and reality. He called on people to "work together to realize our shared aspirations," deepening his belief that efforts to foster venture businesses would lead to an increase in the vigor of the Japanese economy. By his efforts, a private volunteer group called the Venture Community was founded in Osaka, October 1999.
 Osaka is Ichiryu's birthplace, a city with many memories for him. It is also a city in stagnation. Therefore, in part to create a foothold for recovery of the Kansai region, he aimed at establishing an environment for utilization of the grassroots strength of Kansai, a region that has long fostered many new industries and incorporated many different cultures, without dependence on the public sector. The result is the Venture Community (in which he now serves as the representative coordinator).
 The Venture Community opens its doors wide as a "venue for communication between currently active venture business managers and venture business people possessing determination, passion and trust." The community's foundation, membership already exceeds 500, and each of these members participates on a volunteer basis. Centered on regular meetings held monthly, five subcommittees undertake highly effective activities. Some member companies, for example, have already been listed on stock exchanges, with many other companies starting to carry out concrete activities toward creating a system for the listing of their stock shares after receiving venture capital funding.
 The Venture Community thus represents a special venue of activity for Ichiryu and a volunteer organization that has provided him with the energy to establish Ichiryu Associates, Inc. As his life work, Ichiryu will pour ever more of his passions into this "community comprised of wonderful friends."
Outline of Venture Community
 
  The organization was created to form an informal and open venue at which venture business people could gather voluntarily. At the same time, the Venture Community aims at contributing to the development of venture companies, the creation of new industries and the further growth of the Kansai economy, through encouraging communication with managers of venture companies that have excelled in their industries.
 
  On the monthly bases, the organization invites a successful, or perhaps not so successful, venture business manager to give a lecture as a representative of his or her industry. Such individuals speak mainly on management strategy for venture businesses (including business plans, why the company succeeded or failed, and other issues), providing useful information for the next generations of venture business people. After the lectures, passionate communication ensues, achieving real debate about related issues. The annual membership fee for individuals is 12,000 yen, and for corporate members 120,000 yen. The participants pay for meal expenses on that day. Exclusive member forums are located on the Internet, providing a virtual opportunity to hear the lecture for those members who cannot attend in person.
 
Lectures are held once a month.
When deemed necessities, subcommittee meetings are held for specific themes and issues (at present there are five active subcommittees).
A database of all information related to venture businesses and methods for utilization of the data is to be established.
An internet forum for communication is being planned
